EITC Participation Rate by State
In cooperation with the Census Bureau, the IRS estimates that nationally 78% (TY2017) of all eligible taxpayers receive the EITC (a range of 78% to 80%), implying that approximately 22% don't claim the credit they deserve. A major break-through in the study of EITC Participation Rate was accomplished with the estimation of state level participation rates based on the American Community Survey (ACS)

The Brookings Institute has a very good EITC interactive database on its site. You can display and download ZIP code-level tax return information for states, metro areas, counties, cities, and state legislative and congressional districts for tax years 2011 through 2014. This site also has a nation-wide profile of those eligible for the credit.
