EITC Participation Rate by State

In cooperation with the Census Bureau, the IRS estimates that nationally 79% (TY2014 data) of all eligible taxpayers receive the EITC (a range of 78% to 80%) –implying that approximately 21% do not claim the credit they deserve. A major break-through in the study of EITC Participation Rate was accomplished with the estimation of state level participation rates based on the American Community Survey (ACS)

You can display and download ZIP code-level tax return information for states, metro areas, counties, cities, and state legislative and congressional districts for tax years 2011 through 2013. This site also has a nation-wide profile of those eligible for the credit.
